Dr. Carol Frances is nationally recognized as an economist specializing in the finance of education. She served seven exciting years as the Chief Economist of the American Council on Education, which represents colleges and universities to the executive and legislative branches of the federal government. On occasion, she testified before Congressional committees.
Dr. Frances has served as a private consultant to individual colleges and universities and education associations, as well as to federal and state government agencies. She is currently associated with a management consulting firm based in Washington, DC, working on the establishment of new private universities in developing Middle East nations.
Dr. Frances has been a Visiting Scholar and Adjunct Professor at Claremont Graduate University since 1998 and taught full-time at Seton Hall University in New Jersey from 2005 to 2008. In addition to the courses on the Economics and Finance of Education, she has taught courses in Education Law, Policy Analysis, and Comparative and International Education.
Most recently, Dr. Frances has been examining the impact of information technology on higher education and she is the co-editor of a book on the costs of IT on college campuses.
Dr. Frances is Chairman of the Higher Education Colloquium and is often a presenter at national and international conferences, including the Association for the Study of Higher Education, the Student Financial Aid Research Network, the Congress of Political Economists, International Association for Feminist Economics, and the Society for Research into Higher Education, based in London.
Through Claremont, Dr. Frances was awarded an Avery Foundation four-month travel grant to China in 2003 sparking an intense and continuing interest in China. Enthusiasm for international travel as one of the best possible ways for people to learn was promoted earlier, and for a lifetime, by an opportunity to teach on-board ship traveling around the world as part of the Semester-at-Sea program. Dr. Frances has most recently returned from a month-long trip to Antarctica.
